China to restructure, invest heavily in gas plant

China's State Power Corp (SPC) is to be split into four or five generating companies and six network operators, according to local sources, and the government will set up a company to control the six grid operators. Details of the restructuring such as the shape of the new generating units is expected soon.

The SPC generating capacity is estimated to be worth at least $36 billion. Precise figures are not available but it may control as much as 150 000 MW of capacity. There is speculation that some of this capacity may eventually be sold to some of China's independent power producers such as Huaneng Power International and Datang Power.

•China is planning to construct a series of natural gas-fired power plants in Shanghai and in the provinces of Henan, Zhejiang and Jiangsu during the current Five Year Plan (2001-2005). The total new capacity envisaged is 7930 MW.

The northern Henan Province will have an additional capacity of 600 MW while the eastern provinces of Zhejiang and Jiangsu as well as Shanghai City will have extra capacities of 900 MW, 2400 MW and 1500 MW. Natural gas to fire these plants will be supplied by the West-East Pipeline project. It is estimated that annual consumption of these new plants will be 4.5 b cubic m, around 45 per cent of the total transmission capacity of the proposed pipeline.

The new gas-fired capacity will mostly involve expansion at existing power plants and upgrading of current oil-fired generating units. Sites involved in the projects include Henan Zhengzhou Thermal Power Plant, Jiangsu Wangting Power Plant, Jiangsu Qibieyan Power Plant, Shanghai Zhabei Power plant and Zhejiang Banshan power plant.
