Chancellor Gordon Brown unveiled measures to soften the blow of the climate change levy, to take effect from April 2001. Among the concessions was additional financial assistance with conservation for companies in energy intensive industries.

Critics blame the ‘moratorium’ on gas-fired power plants. So far, 15 such plants have been blocked. Pro-gas groups say emissions from coal-fired plant forced drastic measures to meet Kyoto commitments.
