ENTSO-E launches tender for frequency restoration products

To help speed up the early implementation of the future Network Code on Electricity Balancing, ENTSO-E is launching a call for tender to assess automatic frequency restoration reserve (aFRR) products. 
The draft Network Code on Electricity Balancing (NC EB) foresees that no later than one year after the Network Code comes into force, all transmission system operators will have to develop a proposal for a list of standard products for balancing capacity and standard products for balancing energy for frequency restoration reserves and replacement reserves.
This assessment will have to provide more in-depth insights regarding:the consequences of a transition from pro-rata to merit order aFRR activation scheme, and the impacts of full activation time of aFRR on reserve dimensioning and frequency quality.
The Terms of Reference are available below from ENTSO-E but as a first step organisations are asked to provide an expression of interest before 27 February. Confirmed candidates will be requested to submit a final proposal of offer before 31 March 2015.
