The ROCs scheme is part of the UK government programme to boost renewable energy production and the Northern Ireland Renewables Obligation (NIRO) was introduced this year.

Because the electricity market in Northern Ireland is less than 3% of total UK consumption it was decided that the Northern Ireland Obligation should run alongside, but remain separate from, the existing Obligations schemes in Scotland, England and Wales.
