Germany's upper house has approved a bill that will see an energy regulator created and define the regulatory framework in the gas and electricity industry.
The main task of the regulatory office will be to control and reduce network transmission charges for the gas and electricity systems. The law also creates a new network access model for gas based on an entry-exit model which will simplify trading and lead towards a gas exchange.
Following a compromise deal between the two parliamentary houses, companies will have to report all prices for use of gas and power networks to the regulator, rather than reporting only price increases.
The regulator, to be called the Bundesnetzagentur or BNA will be in place by 1 July.
