RPS bill signed in California

California governor Arnold Schwarzenegger has signed a bill that extends the state's renewable portfolio standard (RPS) programme to small, multi-state private sector utilities.

Current RPS standards are applicable only to private-sector electricity providers with 60,000 or fewer in-state customer accounts leaving PacifiCorp and Sierra Pacific Power Co the only two qualifying utilities.

Other bills such as the million solar roofs bill are pending in the Senate.
