VLADIVOSTOK BLACKED OUT

Around 300 000 residents in the Russian city of Vladivostok found themselves without electricity or heat recently because of a breakdown in a high voltage transmission line caused by negligence. The city's largest power plant was shut down as a result of the failure and the electricity powered transport system was at a standstill. An investigation has been launched.
