Draft National Energy & Climate Plans drawn up by European governments lack the detail and ambition needed to deliver the European Union’s 32 per cent renewables target for 2030, according to WindEurope.
The industry association has released new analysis showing that the plans – developed to show how Europe will deliver on its climate and renewable energy goals – are “badly lacking” in detailed policy measures and are therefore “not meaningful”.
“Europe has a clear target: 32 per cent renewable energy by 2030,” said WindEurope CEO Giles Dickson. “Each country has now drafted a National Plan saying how they’ll contribute to this. But none of the Plans properly spell out the policy measures by which countries will deliver on the objectives they outline.”
According to WindEurope, few of the plans give any long-term visibility on renewable energy auctions, and none commits to simplifying rules on planning and permitting renewable energy projects, a key ingredient for the continued development of the sector in many parts of the region.
WindEurope’s analysis rates every country either insufficient or poor for the policy measures outlined in the draft plans. Investment will go to those countries that have the clearest plans, the organisation says.
