Masdar and RWE have secured UK planning approval for the Dogger Bank South offshore wind projects, clearing a major regulatory hurdle for one of the world’s largest planned wind developments. The two schemes, DBS East and DBS West, are located more than 100 km off England’s northeast coast and could together deliver up to 3 GW of capacity.
The projects are being developed as a joint venture between RWE (51%) and Masdar (49%).
The consent follows a lengthy development process that began with the application being accepted for examination in July 2024. The UK government’s decision means the projects can now move toward detailed design, procurement and final investment decisions (FID), with RWE saying it is targeting FID in 2027.
Dogger Bank South has already secured support in the UK’s Allocation Round 7 auction, strengthening its route to market. The projects are expected to produce enough electricity for about three million UK homes and could also create supply-chain and economic opportunities in Yorkshire, the Humber and the wider UK.
For the UK, the approval adds another large offshore wind scheme to the pipeline at a time when the government is seeking faster progress on clean power deployment and grid decarbonisation.
For the joint venture, it is another step toward building a large-scale offshore wind platform in the North Sea.
