Following a number of changes, the final list sets out the annual allocations for individual installations covered by the scheme for 2008-2012 and will deliver annual savings of 29MtCO2.

The list also removes the smallest emitters, which had faced a disproportionate burden, removing 12% of installations accounting for just 0.3% of emissions.
