On 18 October Russia and Paraguay signed a memorandum of understanding on peaceful nuclear co-operation. The document, signed by Paraguayan foreign minister Eladio Loizaga and the deputy director of Russian state nuclear corporation Rosatom Nikolay Spassky, envisages co-operation in the development of nuclear medicine, joint production of isotopes, construction of facilities for the irradiation of agricultural products and assistance in the establishment and development of a nuclear power infrastructure in Paraguay.
It was further agreed to review the possibilities for joint mutually beneficial projects including construction of a nuclear science and technology centre with a research reactor. The parties will also consider the possible signing of a Paraguayan-Russian inter-governmental agreement on co-operation in peaceful uses of atomic energy. Working groups will be set up to develop joint projects.
