Global engineering and project delivery firm Kent has been awarded an Engineering, Procurement and Construction Management (EPCm) contract by MorGen Energy to deliver the West Wales 20 MW green hydrogen plant at Milford Haven. The project is one of the first electrolytic hydrogen schemes in the UK to secure a production contract under the government’s Hydrogen Production Business Model (HPBM) through Hydrogen Allocation Round 1 (HAR1), marking a key step in scaling low‑carbon hydrogen production toward Net Zero 2050.
Kent’s role includes FEED verification, detailed design, acting as Principal Designer, strategic procurement and supplier support, and full construction management. The firm will also oversee integration of ITM Power’s Poseidon modular electrolysers and other core equipment.
MorGen Energy, a subsidiary of Trafigura, chose Kent after a competitive tender, citing its hydrogen project experience and integrated EPCm delivery model. The work will draw on Kent’s UK head office in Woking, alongside on‑site teams in Wales.
Michael Collins, SVP Engineering and Consulting at Kent, said the scheme demonstrates how mature industrial hubs such as Milford Haven can be repurposed for large‑scale green hydrogen production.
The plant, located in the Celtic Freeport area, will produce up to 2,000 tonnes of green hydrogen per year, with output exported by truck in pressurised containers and via a 4 km low‑pressure pipeline. It will connect to existing infrastructure including storage tanks, pipeline networks, jetties, road and rail loading facilities, reducing build‑out costs and supporting local industrial demand.
The project supports the UK’s hydrogen and wider energy transition initiatives, including the development of its emerging hydrogen production pipeline and efforts to decarbonise hard-to-abate sectors.
