Japan’s largest offshore wind farm, the 220 MW Kitakyushu Hibikinada, has begun commercial operation in the Hibikinada Sea off the coast of Kitakyushu City, in Fukuoka Prefecture.
Construction started in March 2023, with the last of 25 large-scale Vestas V174-9.6 MW turbines installed in autumn 2025.
Hibiki Wind Energy – a special purpose company formed by Kyuden Mirai Energy, Kyuden Corporation, Hokutaku Renewable Energy Service, J-Power and Saibu Gas – won the development rights to develop the project from Kitakyushu City in 2017.
Japan’s Penta-Ocean Construction was selected to handle construction of the wind turbine foundation and marine civil engineering works, with Vestas receiving the turbine order in 2023, supporting operations over a 20-year lifespan.
The partners pursued the project to tap Japan’s offshore wind potential, provide stable clean power amid energy security needs, and build local supply chain expertise for future gigawatt-scale deployments.
