Japanese-headquartered institution Floating Offshore Wind Technology Research Association (FLOWRA) and Norwegian Offshore Wind (NOW) have signed a memorandum of understanding to work together on R&D and supply chain development for floating offshore wind.

The partnership is designed to strengthen cooperation between Japanese and Norwegian industry, including support for offshore demonstration facilities and related value-chain development.

The agreement was signed by FLOWRA Chair Masakatsu Terazaki and NOW CEO Arvid Nesse, in the presence of representatives from government, municipalities, and the METCentre, and was formally presented on 27th May during the Floating Wind Days 2026 event in Haugesund, Norway.

Both sides said the collaboration is important because floating wind will be central to offshore wind growth in deep-water markets such as Norway and Japan.

FLOWRA said the tie-up can help accelerate fundamental technology development, validation methods and supply chain formation, while NOW said international collaboration is essential for building the industrial capacity needed to deliver floating wind at scale.
