Vietnamese authorities have approved the development of the VND 17.05 trillion ($648 million) Ky Anh offshore wind farm in Ha Tinh province, granting it a 50-year operational term from the allocation of leased land and sea areas. The project will feature a designed capacity of up to 400 MW and is expected to generate approximately 1053 GWh of electricity annually at a capacity factor of 30.1%. Its infrastructure includes 47 wind turbines rated between 5 MW and 8.5 MW, a 66/500 kV booster substation, and a double-circuit 500 kV transmission line connected to Vietnam’s national grid for efficient power delivery.

Administrative procedures are scheduled to be completed by Q3 2026, with construction beginning by Q4 2026, and full commercial operation targeted for Q4 2028.

​The Ha Tinh People’s Committee has designated the provincial Department of Industry and Trade as the lead agency for inviting investor interest and coordinating investor selection through a competitive bidding process, in accordance with regulatory requirements.

Local authorities are tasked with facilitating site clearance, community engagement, and regulatory approvals to ensure project progress and compliance with planning, investment, and environmental laws.

The approval of the Ky Anh offshore wind farm represents a significant part of Vietnam’s ambitious offshore wind expansion strategy. Leveraging the strong wind resources along Ha Tinh’s coastline, the project aims to contribute to a more sustainable power mix and enhance grid stability.
